Civil Engineering Associates, LLC (CEA) has been founded to provide professional, quality engineering services for its municipal, commercial, and industrial clients. The firm conducts business mainly in Arkansas, Missouri, and Oklahoma. The organization includes 12 professional, technical and support personnel. Members/Principals of the firm interact on projects by serving as project managers, design engineers, and technical advisors in addition to having client and corporate management responsibilities.

With the number of personnel and associates of CEA, the firm has the ability to meet the planning and design needs of our clients in a responsive manner. CEA has demonstrated this commitment with 90% of the base workload being repeat business. The number of projects currently under design and construction and those completed, along with the firm's number of repeat clients, is the best indication of the firm's reputation for completing projects within the time and budget.

CEA carries professional liability insurance. The firm has developed a Design Quality Control Plan to minimize the possibility of design errors. Each step of the planning/design process including calculations, computer runs, preliminary reports, plan sheets, and specifications is thoroughly checked by a Member of the firm.

John

John S. Selig, P.E. Mr. Selig graduated from Arkansas State University in Jonesboro with a B.S.E. with Emphasis on Civil Engineering in 1993. He continued his education at ASU receiving a MBA in 1995. Mr. Selig is a founding Member of Civil Engineering Associates, LLC. He is a licensed Professional Engineer in the States of Arkansas and Missouri. He has extensive experience in the preparation of the necessary documents required for funding applications for municipalities and special districts. He is also experienced in hydraulic modeling for existing and proposed water distribution and wastewater collection systems. He has experience in the planning, design, and construction of water treatment facilities, water storage and distribution systems, wastewater treatment and collection facilities, streets, drainage, park and recreation facilities, and pedestrian transportation facilities.

Lance

R. Lance Powell, P.E. Mr. Powell graduated from Arkansas State University in Jonesboro with a B.S.E. with Emphasis on Civil Engineering in 1998. Mr. Powell is a Member of Civil Engineering Associates, LLC. He is a licensed Professional Engineer in the States of Arkansas, Missouri, and Illinois. He has worked extensively with several solid waste management facilities in Arkansas and surrounding states while providing compliance assistance in relation to applicable Federal and State regulations. He also has a broad range of background and experience regarding site design/development, geotechnical analysis, hydrology analysis, and environmental risk assessment/analysis. He has worked with developers to site and develop various residential, private, and commercial developments in Arkansas and surrounding states.

Trey

Trey Foster, P.E. Mr. Foster graduated from the University of Arkansas at Fayetteville with a B.S.C.E. in 2003. Mr. Foster is a Project Engineer for Civil Engineering Associates, LLC. He is a licensed Professional Engineer in the State of Arkansas. Mr. Foster is a charter member of the University of Arkansas' Chapter of the Order of the Engineer and past member of the ASCE. He has extensive experience in transportation planning, roadway design, hydraulic analysis, plan and specification review, ADA design requirements, and cost estimating. His experience also includes design work for water distribution and wastewater collection systems.
